ARTICLE I |
Name |
| Section 1: |
The headquarters of this Chapter is located in Winchester, Virginia. The mailing address is as follows: |

ARTICLE II |
By–Laws |
| Section 1: |
Copies of the Chapter’s By-Laws shall be available upon request to the Secretary to all members in good standing. |

ARTICLE III |
Meetings |
| Section 1: |
Regular business meetings of this Chapter shall be held on the first ( 1 st ) Sunday of every month ( unless a holiday occurs ) or changed by membership. Meetings are open to the public per the Internal Revenue Service, General Membership Meetings only, Board meetings are closed. |
| Section 2: |
General Membership Meetings shall be held at American Legion Post # 21, located at 1730 Berryville Pike, Winchester, VA 22604. Meetings will commence promptly at 1:00 PM. Location and time can be changed by the membership. |
| Section 3: |
Special meetings may be called by the President, two-thirds vote of the Board of Directors or upon written petition of at least 10% of the membership. No business other than that specified in the notice will be discussed. |
| Section 4: |
Unless otherwise specified by law e.g., secret ballot at elections or dues by constitution, all questions before the Chapter will be decided by vote of the members by a showing of hands. |
| Section 5: |
The current edition of Roberts Rules of Order shall govern the proceedings of all meetings of the Chapter when inconsistent with provisions of the National Chapter Constitution and / or Virginia Chapter 1’s By-Laws. |

ARTICLE IV |
Elections |
| Section 1: |
In order to be eligible to run for a Chapter office, the member must attend a minimum of six ( 6 ) regularly scheduled monthly Chapter meetings, after becoming a voting member, within the previous calendar year. |
| Section 2: |
For officers other than the President, Vice- President, Secretary, Treasurer, Chairman of the Board and Board Members ( whose duties are described by the National Constitution ) if the Chapter elects or establishes other offices, it By-Laws must reflect the duties to be performed by each. |
| Section 3: |
A Sergeant-At-Arms will be appointed by the President of the Chapter. The Sergeant-At-Arms assist the presiding officer in the maintenance of order, welcomes and introduces guest, sees that each member’s presence is recorded on the ( Meeting Sign- In- Sheet ), provides a roll call should recording of individual notes be necessary, and perform other duties as may be required or assigned by the presiding officer. |

ARTICLE V |
Patches |
| Section 1: |
The Boot Patch will be displayed on the front of a members jacket / vest in the lower left side of the garment. |
| Section 2: |
A new member must pay a $50.00 deposit for the Boot Patch when issued, and a $100.00 deposit for the Rocker and Eagle when it is issued. Both deposits will be refunded if for any reason an individual resigns, or otherwise leaves or is asked to leave the Chapter, once all three patches are returned. If a member dies as a member in good standing the deposit will be paid to the deceased member’s estate upon return of patches or burial with them. |
| Section 3: |
The deposits paid for Chapter Patches will go into a non interest paying account within the Chapter’s existing account and only the money’s paid for deposit returned at time of Patch return. |
| Section 4: |
Members have 30 days after being issued Chapter patches to display these patches on the members jacket / vest. After the 30 day period, it is required that they be worn at all Chapter events. However a shirt / sweatshirt having the official Chapter logo may be worn at all Chapter events in lieu of patches without a valid reason. |
| Section 5: |
Wearing of your Chapter Patches at all or any meeting is the members’ option. However, no member is allowed to wear any other colorsin Rolling Thunder ®, Inc. Chapter meetings. |
| Section 6: |
Separating of our Chapter Patches is strictly prohibited. Members are not allowed to wear any part of the Chapter Patches in conjunction with any other colors. |

ARTICLE VI |
Committees |
| Section 1: |
Unless otherwise expressly authorized by the Board of Directors, authority of any committee shall not extend beyond that of fact finding for the purpose of which it is created. The committees will not create policy or implement existing policies of the Chapter. The committees will be responsible for reporting their findings and recommendations to the Board of Directors, the Executive Board, and the membership of the Chapter. |
| Section 2: |
Each committee shall render a report of their progress and findings in writing or other such reports as deemed necessary to the membership at the next regular business meeting. |
| Section 3: |
At the end of a specific committees duties within the Chapter, a final written report is due to the Chapter within 30 days of the closing of that committees duties. This report will include but not be limited to a Financial Report, a project Personnel Report, a Project Success Report, and a project Futures Report. All of these reports to become Permanent Records. |

ARTICLE VII |
Dues |
| Section 1: |
Membership dues shall be paid in full to the Treasurer no later than the February Chapter meeting of each year. If the dues are not paid by February 15 th , membership in the Chapter could be revoked and notification will be sent to the individual. |

ARTICLE VIII |
Chapter Products |
| Section 1: |
Individuals who desire to sell any item must first go through the Quarter Master / Chairman Of the Board, Board of Directors, and the Chapter for final approval. |

ARTICLE IX |
Chapter Expenditures |
| Section 1: |
The President and the Vice President are authorized to spend up to $100.00 without prior approval from the membership and must submit receipts for all expenses to the Treasurer. |
