The City of Winchester approved this project in November 2004 and ground breaking was held on November 20, 2004. This $350,000.00 Memorial was constructed entirely with private funds and donations. Formal dedication of the Memorial was held on November 11, 2005 at which time Chapter 1 turned the project over to the City of Winchester.

The focal point of the Memorial is a five ton, six foot high and ten foot long black granite stone upon which are inscribed the names of 62 POW/MIAs from Virginia from the Vietnam War. The names with a diamond emblem to the side indicate that the remains have been identified and returned to the families. The name in gold indicates a recipient of The Medal of Honor. Eight black granite half-ton stone benches are placed around an eighty foot circular walkway and recognize the POW/MIAs from other conflicts. The black granite in the Memorial is from the State of Georgia.

Four by eight inch gray granite blocks upon which contributors have placed words of remembrance guard the Memorial walkway. At the front of the Memorial, contributors have placed messages on two foot square gray granite blocks. The gray granite is from the State of South Dakota.

The flag of the United States flies atop a fifty-foot pole. Flags of the Commonwealth of Virginia and POW/MIAs fly on forty-foot poles behind the black granite monument. The monument and flags are illuminated at night.

This is a living Memorial to serve as a constant reminder and a place of education and of rededication so that our POW/MIAs shall not be forgotten.
